Flake
What most garages end up with. Chips are thrown into the wet base until it will not take another one, then sealed, which gives you a surface that hides dirt and does not turn into a skating rink when a wet car pulls in.
Whatever goes on top, the preparation underneath is the same and it is not negotiable.
